The loadout

675 per trigger with standard ammunition at +10, 9.3 weight. Elemental ammunition trades that physical damage for its own school. A throwable goes in the same slot if you would rather not spend the weight.
The best bow this build can hold, Defiled Infantry Bow , reaches 333 per shot against 675 , and the Fungal Bowman Bow carries bleed 100 at 3.0 weight . Bows fire two to three times as often, and status buildup is flat per projectile.
Two hands on one weapon still leaves the off-hand slot equipped, and conditional runes apply from it — measured in game at 620 to 788 with three Gravix in an off-hand dagger while two-handing. An empty off-hand is three sockets thrown away. Two-handing, take the Jeffrey's Dagger: *** sockets for 1.9 weight, runes on their damage-increasing weapon function, and you cannot block while both hands are committed anyway. One-handing instead, take the Boar's Head Shield at 3.2: the same runes switch to their shield function — 38 of the 39 do something different there — and you get the block. And it is the best three points on the page: three more Strength is worth +20 attack rating here, while three Gravix in that off-hand is worth +294.
Runners-up worth taking anyway
The pick above wins on attack rating. These are behind on that and ahead on something the rating cannot see.
Where the last points could go instead
Strength keeps paying past its soft cap, but slowly: the curves run almost straight to 75 and then stop dead at 80. So at level 100 the interesting question is not how high to push it, but what the last points buy instead. One answer is a buff.
