Multipliers of what?
Of the carrier. A ×2.00 fire multiplier means twice the rhogar catalyst's fire attack rating — so the same spell produces a different number on every carrier, and on every upgrade level.
The combined figure is not published yet: the multipliers are extracted, but the arithmetic joining them has not been checked against the game.

The pair of axes sweep a wide arc, and everything caught in it takes the same figure as the first target. Verified in game
So against a group the figure on this page is per enemy caught, not per shot. That is the trade for its cost: it is the least efficient bolt per unit of ammunition and the most efficient one against more than one target.
